The Promenade at Town Center Has Its First Tenants. Here's What Toscana Can Expect, and What's Still Missing

When The Promenade broke ground in July 2024, the plan called for a dozen or more shops and restaurants on its ground floor to open in May 2026. That date has come and gone. By late September the interior parking lot was surfaced and striped, and half of the project's six buildings were still closed off as a construction zone. Six businesses have now signed leases. Taken together, they say a lot about the kind of place this corner of Town Center will become first.

For Toscana, the ABD community tucked behind conservation land off Old Kings Road, The Promenade is the closest new storefront row in the works. It sits on the southwest corner of Central Avenue at Bulldog Drive, near City Hall. Most of the signed tenants are businesses you visit in the morning, on your lunch hour or for a booked appointment. The one space meant for evenings is still waiting for a tenant.

Six Leases, and What Each One Is

The Promenade's own announcement, dated October 13, lists the six businesses. Most of them already run elsewhere in the region, so you can get a sense of each one before its Palm Coast doors open.

Tenant What it brings to Town Center Where it comes from
6th Street Deli Kettle-boiled New York-style bagels baked daily, deli sandwiches, Lavazza coffee and espresso, frozen iced coffees, homemade desserts, Italian dry goods, indoor and patio seating A second location for the Flagler Beach deli
Fleet Feet Running shoes, apparel and fitness gear, plus planned fun runs, walks, training groups and in-store seminars National running retailer
The SIM Lounge Golf & Sport Three simulator bays: two GolfVX bays for practice, lessons and rounds, and a Full Swing bay that also runs baseball, basketball, football, soccer and hockey Owned by a Palm Coast resident
Enchanted Medical Aesthetics Injectables, laser treatments, facials and peels, medical weight loss, vitamin therapies Already operating in Ormond Beach and DeLand
AdventHealth Sports Rehab Sports rehabilitation and physical therapy Newest of more than a dozen AdventHealth sports rehab sites in Central Florida
Grandpa Joe's Candy Shop Bulk and retro candy, old-fashioned soda, unusual gifts Franchise with shops in The Villages and Ocala

Two of the six are clinical: one a rehab practice, the other a medical aesthetics office. One is a specialty retailer people tend to visit when they need new shoes. The SIM Lounge and the candy shop are built for occasional outings. That leaves 6th Street Deli as the only tenant that serves food you might stop for several times a week.

The Deli Is the Anchor

That makes 6th Street Deli the most useful new arrival for people living a few minutes north on Old Kings Road. The deli's own site describes the Flagler Beach original as a stop for breakfast sandwiches, wraps, pitas and Boar's Head meats, and lists Reubens, Greek wraps, bagels and coffee among its regular items. The Town Center location adds an Italian dry-goods selection of specialty olive oils, pastas and baked goods, so the shop doubles as a small grocery stop.

Fleet Feet could add a second regular reason to visit. The developer says the store plans fun runs, walks and training groups. A group that meets at the store would put runners on the walking paths around Central Park and the lake that The Promenade borders, and then back past a bagel counter with patio seating. No dates or schedules have been announced for those groups yet.

The SIM Lounge offers indoor golf, which works after dark or in the rain. Its two GolfVX bays are set up for practice, lessons and full rounds. If anything at The Promenade pulls Toscana residents over on a weeknight evening, it is likely to be this.

The Evening Space Nobody Has Signed For

The city and its leasing brokers have tried hardest to land a taproom, pub or bar. In April, FlaglerLive reported a planned 5,250-square-foot taproom space alongside a 5,225-square-foot food-court space, and said a city request for information about the taproom drew no responses. By September, FlaglerLive's update said those efforts "have also fallen short so far." It suggested that restaurateurs may doubt Town Center has enough customers yet, while the restaurant corridor on State Road 100 nearby draws traffic "that seldom dies as it does in Town Center at night."

A few earlier plans also fell through. Thai and I, the Bunnell restaurant, had been slated for The Promenade and chose a different Bunnell location instead. A veterinary clinic also withdrew. FlaglerLive described talks with The Flying Biscuit Cafe in April as unresolved.

The leasing side expects more deals. In an October 5 interview with The Daytona Beach News-Journal, the project's commercial leasing agent said two more leases were close to final and that another five or six tenants were prospects. She named the categories as "a national gym operator," "some medical people" and "several other prospects for food uses." The firm will not name tenants until leases are signed. A gym and more medical offices would push the mix further toward daytime and appointment traffic. The food prospects are the ones that could change how the place feels after 6 p.m.

The space can be reshaped to fit. The ground floor was first drawn as 12 units of varying sizes and is now divided into about 16. Contiguous units can be combined for one large tenant. Published figures for the commercial space differ. FlaglerLive cited 68,000 square feet, and noted that a September release from the leasing firm listed 53,000. The News-Journal uses 53,000.

A Realistic Opening Window

There is no grand opening on the calendar, and none of the six tenants has posted an opening date. Here is how the published timeline has shifted:

  1. July 2024. Groundbreaking, with shops and restaurants targeted for May 2026.
  2. September 22, 2026. The leasing agent told FlaglerLive that stores would start opening in "between 45 and 60 days." A city spokesperson said a grand opening had been discussed for months and that "nothing is scheduled at this point."
  3. October 5–6, 2026. The News-Journal reported that signing a lease, getting permits and finishing a buildout typically takes about 90 days, and that no grand opening ceremony had been announced.
  4. Today. The SIM Lounge's website lists the venue as under construction, with its opening date "To Be Announced" and booking not yet available.

Counting 45 to 60 days from September 22 puts the earliest openings between roughly November 6 and November 21. The 90-day figure from the News-Journal runs from each tenant's own lease signing, and those signing dates haven't been published. With every tenant working through permits and buildout on its own schedule, expect businesses to open one at a time over several weeks rather than all on one day. The apartments are on a similar schedule. Leasing has started in the buildings closest to Bulldog Drive, and the rest are being phased in.

Town Center Already Has a November Calendar

Town Center's public events don't depend on the storefronts. Three are on the calendar for November, the month the earliest Promenade openings were forecast:

  • Fall Arts & Crafts Festival, Saturday, November 14, 1 to 6 p.m., Central Park at Town Center, with an International Row. The Palm Coast Observer reports that vendor registration is open.
  • Feet to Feast 5K, Thanksgiving morning, November 26, starting at 7:45 a.m. from Daytona State College's Flagler/Palm Coast campus at 3000 Palm Coast Parkway SE, on a route along St. Joe Walkway.
  • Tree Lighting, Saturday, November 28, 6 to 9 p.m., Central Park in Town Center, with Santa, food trucks, children's crafts and the start of the Fantasy Light Festival.

The Tree Lighting is the evening event, and it brings its own food trucks. That fits the gap at The Promenade. Town Center can draw a crowd after dark on its own event nights, and a permanent tenant for the evening space has yet to sign.

New leases at The Promenade will be announced as they're signed, and the next round should show whether Town Center gets the taproom it has been trying to land.
