LPGA Boulevard Is Filling Its Last Parcels in the Wrong Order for Mosaic

"LPGA is mostly saturated… and what's left will be developed. There's just a handful of parcels left and this is one of them."

Carl Lentz IV represents the owners of the Entrada site at LPGA and West International Speedway boulevards. He said that to The Daytona Beach News-Journal in September. For anyone in Mosaic, which sits off LPGA Boulevard just west of the Florida Tennis Center, that "handful of parcels" covers most of the construction fencing they pass on the way to I-95.

Those parcels are not filling evenly. Burgers, bagels and sodas are arriving first. The grocery store and the road capacity that would change a weekly errand route the most are furthest behind. Taking the projects in the order they're actually opening shows how lopsided that is.

Where Each Project Stands This Month

One Restaurant Has an Opening Date

White Castle opened at 1944 LPGA Blvd. on Sept. 22, 2026. QSR Magazine reported hundreds of customers and a ribbon cutting that day. The city's own manager update for Aug. 31 through Sept. 13 had already logged the certificate of occupancy for the building. The restaurant has indoor and outdoor seating, two drive-through lanes, and was expected to add more than 60 jobs, FOX 35 reported.

That opening came ahead of the company's own forecast. When construction started, White Castle's May 12 release projected a late-fall 2026 opening. On this corridor, a single-building restaurant on a prepared pad can go from groundbreaking to opening in about four months.

Pei Wei Asian Kitchen also chose the Williamson side of the corridor for its first Volusia County location, at Shoppes at Williamson Crossing. The Orlando Business Journal covered it in early July. Pei Wei's Florida locations page still lists Daytona Beach as a new store opening soon, so check hours before driving over for dinner.

Cornerstone Exchange Has Its Tenants but No Opening Dates

The most visible construction is at the southwest corner of LPGA and Williamson. Equinox Development, a Maitland-based developer, is building out Cornerstone Exchange, a 12-acre retail center south of Cornerstone Office Park and next to Tomoka Town Center and Tanger Outlets. Its first restaurant, Twin Peaks, opened in March 2023. That leaves more than three years between the center's first tenant and its next group.

The leasing broker named the next group for the News-Journal in August, and three of them would be new to the county:

  • Shake Shack. Angus-beef burgers, crinkle-cut fries and milkshakes, including seasonal flavors. This would be the chain's first Volusia County location and its only one on Florida's east coast between Jupiter and Jacksonville.
  • Swig. A Utah-born "dirty soda" shop known for sodas mixed with cream and flavored syrups, such as the Texas Tab, which is Dr Pepper with vanilla and coconut cream. It also sells energy drinks, refreshers, pretzels and cookies. It has no other Volusia location.
  • Jeff's Bagel Run. Started by a couple delivering bagels to neighbors in 2019. It opened its first shop in Ocoee in 2021 and now lists 26 Florida locations. Its rotating "Bagel of the Day" has included pepperoni pizza and garlic bread flavors, alongside coffee and spreads like Oreo mint.
  • Chick-fil-A and Mattress Warehouse, plus a 114-room Everhome Suites with 122 parking spaces, according to a city permit.

The broker did not say when any of them, or the hotel, would open. By September, the News-Journal described Swig, Shake Shack and Chick-fil-A as under construction. Under construction is the most anyone has said in public so far.

The broker's explanation for the lineup comes down to population. Based on county figures, the leasing firm estimates more than 115,000 residents live within five miles of the center. The broker expects that number to grow with projects like the NUVO Daytona Beach townhomes and Latitude Margaritaville's 55-plus community. "These chains and these operators are looking for sales and you need to have this customer base to fuel that," he told the News-Journal. That kind of rooftop count suits concepts that can open quickly from a standard building. It explains why the corner is filling with quick-service food and a hotel before anything else.

The Grocery Store Is Furthest Out

The project with the most effect on a weekly routine is a grocery store, and it is the least advanced. Elevation Development's 121-acre site at the northeast corner of West International Speedway and LPGA would split in two. Arriva Daytona, on the north side, would have up to 208 townhomes and 359 apartments. Entrada Daytona, nearer International Speedway, would have about 70,000 square feet of commercial space.

Lentz told the News-Journal that the commercial side would hold restaurants, convenience stores, gas stations and a grocery store. Several national chains have shown interest, he said, some already in the area and some looking for their first Volusia County store, but he could not name them.

The schedule depends on steps that haven't started. After more than three years of planning, the owners still need a development partner. Once they have one, permitting should take about six months. Lentz expects construction to start by the end of 2027.

The corridor already has grocery options. Trader Joe's at Tomoka Town Center was built after Entrada was first presented to residents in June 2023. The News-Journal also lists Sprouts Farmers Market among the area's newer arrivals, along with a Tesla dealership that opened across the road from Cornerstone Exchange earlier this year. A national grocer at International Speedway would add an option at the south end of LPGA. Going by the owners' own timeline, it won't be stocking shelves for years.

The Road Work Is Still in Design

LPGA Boulevard itself is the last piece. The Florida Department of Transportation is designing a $307 million project that would widen LPGA Boulevard, replace the Tomoka River Bridge, add stormwater ponds and redesign the major intersections around I-95. The work covers LPGA, International Speedway, Williamson and the interstate. Lentz cited it as a likely fix for the corridor's traffic bottlenecks. Traffic was already a concern when residents first heard about Entrada in 2023.

For Mosaic, LPGA Boulevard is the route to I-95, Tomoka Town Center and the new Cornerstone tenants. The quick-service openings will add traffic to that route before any added capacity arrives. White Castle is already open, and Cornerstone's drive-through restaurants are under construction. The widening and the intersection redesigns that would carry the extra trips are still on FDOT's drawing board. Through the end of 2026, the LPGA and Williamson intersection will have more places to stop and the same lanes it has now.
